Org. Setting and Reporting
This national professional position is located in the Field Information Services Section (FIS), Information Management Branch (IMB) of the Office for the Coordination of Humanitarian Affairs (OCHA), based in Istanbul, Turkey. OCHA is part of the United Nations Secretariat responsible for bringing together humanitarian actors to ensure a coherent response to emergencies. OCHA also ensures there is a framework within which each actor can contribute to the overall response efforts. OCHA’s mission is to mobilize and coordinate effective and principled humanitarian action in partnership with national and international actors in order to alleviate human suffering in disasters and emergencies; advocate the rights of people in need; promote preparedness and prevention and facilitate sustainable solutions. The Information Management Branch (IMB) is responsible for strengthening the capacity of OCHA to deliver more credible, comprehensive and evidence-based situational awareness to the humanitarian system, one of the five core functions of OCHA.
The Assistant Administrative Officer/NOA reports to the Chief of the Field Information Services section.
Within limits of delegated authority, the Assistant Administrative Officer will be responsible for the following duties:
Human Resource Management
• Undertakes actions related to the administration of the section’s human resource activities, e.g., recruitment, job classification reviews, separation of staff members, training etc., ensuring consistency in the application of UN rules and procedures.
• Provides information regarding conditions of service, duties and responsibilities, and privileges and entitlements under the Staff Rules and Regulations.
• Participate as an active member of UN HR Working Group in Istanbul and other similar groups.
Budget and Finance
• Assists in developing and monitoring the section’s work program and budget.
• Follows up on pending entitlements, payments and claims.
Training related administration
• Performs administrative duties related to training events and workshops organized by the section (eg., drafting of administrative note, requesting invitation letters for participants, liaising with hotels and hosts, organizing travel of facilitators and participants).
• Undertakes actions related to content management on internal and external information platforms and information exchange systems (eg., liaising with content providers and uploading to Umoja, Anaplan, Inspira, Teams/Sharepoint, humanitarianresponse.info, HDX)
• Performs quality control and ensures content is current and follows metadata standards.
• Performs other related administrative duties, as required (e.g., operational travel programme, visas, MFA card applications, monitoring accounts and payment to vendors and individual contractors for services and the identification of office technology needs and maintenance of equipment, software and systems).

• CLIENT ORIENTATION: Considers all those to whom services are provided to be “clients” and seeks to see things from clients’ point of view; establishes and maintains productive partnerships with clients by gaining their trust and respect; identifies clients’ needs and matches them to appropriate solutions; monitors ongoing developments inside and outside the clients’ environment to keep informed and anticipate problems; keeps clients informed of progress or setbacks in projects; meets timeline for delivery of products or services to client.
First level university degree in business or public administration, finance, accounting, law or related field is required.
Two years of progressively responsible experience in administration, finance, accounting, human resources management or related area is required.
Experience in the use of computers (Windows, MS Word, Excel/Spread sheets, the internet/Web) and office software packages and handling of web-based ERP system (eg Atlas, PeopleSoft, UMOJA and Inspira,) etc is desirable.
Experience in working in the UN Common System rules and procedures or other comparable organization is desirable.
Experience in international humanitarian response is desirable.
Experience with UN or other comparable organization human resources processes is desirable.
Fluency in English and Turkish is required. Knowledge of French or Spanish is desirable.
Evaluation of qualified candidates may include an assessment exercise which may be followed by a competency-based interview.
This position is funded for a finite period of one year. Extension of the appointment is subject to extension of the mandate and the availability of the funds. The contract will be administered by United Nations Development Programme (UNDP) on behalf of OCHA.
Appointment against this post is on a local basis.
Staff members are subject to the authority of the Secretary-general and to assignment by him or her. In this context, all staff are expected to move periodically to new functions in their careers in accordance with established rules and procedures.
