CHAPTER ONE
Purpose, Scope, Legal Basis, and Definitions

Purpose
ARTICLE 1 – (1) The purpose of this Regulation is to regulate the procedures and principles regarding the objectives, fields of activity, management bodies, and the duties of these bodies of the Middle East Technical University Career Planning Application and Research Center.

Scope
ARTICLE 2 – (1) This Regulation covers the provisions regarding the objectives, fields of activity, management bodies, duties of the management bodies, and operating principles of the Middle East Technical University Career Planning Application and Research Center.

Legal Basis
ARTICLE 3 – (1) This Regulation has been prepared based on sub-clause (2) of clause (d) of the first paragraph of Article 7 and Article 14 of the Higher Education Law No. 2547, dated 4/11/1981.

Definitions
ARTICLE 4 – (1) In this Regulation;
a) Academic career advisor: Refers to the faculty member working at the Center,
b) Advisory Board: Refers to the Advisory Board of the Center,
c) Center (METU-KPM): Refers to the Middle East Technical University Career Planning Application and Research Center,
ç) Alumni: Refers to the graduates of Middle East Technical University,
d) Director: Refers to the Director of the Center,
e) Deputy Director: Refers to the Deputy Director of the Center,
f) Students: Refers to the students of Middle East Technical University,
g) Rector: Refers to the Rector of Middle East Technical University,
ğ) Vice Rector: Refers to the Vice Rector of Middle East Technical University,
h) University: Refers to Middle East Technical University,
ı) Board of Directors: Refers to the Board of Directors of the Center.

CHAPTER TWO
Objectives and Fields of Activity of the Center

Objectives of the Center
ARTICLE 5 – (1) The objective of the Center is to conduct applications and research at national and international levels through studies carried out to support individuals—specifically University students and generally prospective students, alumni, and parents—in discovering their interests and talents in line with career opportunities worldwide, to develop awareness, and to shorten the period for starting professional practice.

Fields of Activity of the Center
ARTICLE 6 – (1) The fields of activity of the Center are as follows:
a) To carry out training, organization, and publication activities for individual career planning and development. To inform students about job search processes, interpret their resumes, and provide career counseling through mock interviews.
b) To evaluate and improve the preferability of the University by conducting statistical analyses on student data and departmental preferences.
c) To organize career fairs that bring together private/public institutions and organizations so that University students can apply for internships and jobs.
ç) To organize company events where firms can present job and internship opportunities to students upon request.
d) To develop joint projects with and support student societies and student representatives working on career planning activities within the University.
e) To establish a communication network with national and international career platforms. To organize and participate in training, courses, seminars, conferences, congresses, symposiums, panels, and workshops.
f) To conduct joint studies and projects with national and international organizations. To examine exemplary practices on-site and initiate membership efforts.
g) To conduct scientific research, report findings, and establish a documentation center regarding employment fields and career expectations.
ğ) To make announcements and implement surveys regarding its activities.
h) To strengthen the bond between alumni and students using the alumni information system.
ı) To organize interactions with domestic and international alumni associations to showcase career stories and establish sustainable mentoring.
i) To develop new interaction platforms for alumni and students.
j) To conduct joint studies and provide training to support all units within the University addressing career planning and research.
k) To support initiatives creating awareness for the parents of prospective students.
l) To submit proposals to the Rectorate for strategies increasing the University’s preferability and prestige regarding career planning.
m) To make suggestions for the beneficiaries of units like the Continuing Education Center, International Cooperation Office, and Learning and Teaching Development Center.
n) To organize informative training for academic career advisors.
o) To produce all kinds of printed and visual publications in line with the objectives of the Center.

CHAPTER THREE
Management Bodies and Duties of the Center

Management Bodies of the Center
ARTICLE 7 – (1) The management bodies of the Center are as follows:
a) Director,
b) Board of Directors,
c) Advisory Board.

Director
ARTICLE 8 – (1) The Director is appointed by the Rector for a period of 3 years from among faculty members with experience in research, application, and education. A Director whose term has expired may be reappointed.
(2) There are two deputy directors, one academic and one administrative. The academic deputy director is appointed for 3 years, while the administrative deputy director is appointed without a time limit.

Duties of the Director
ARTICLE 9 – (1) The duties of the Director are as follows:
a) To represent the Center.
b) To call the Board of Directors and the Advisory Board to meetings and to chair them.
c) To implement the decisions of the University Executive Board and the Center’s Board of Directors.
ç) To ensure services are delivered regularly in accordance with scientific and ethical principles.
d) To ensure cooperation with academic-idari units, student representatives, and research centers.
e) To prepare annual activity reports and the next year’s work program.
f) To ensure participation in national/international scientific and professional events.
g) To coordinate and execute joint projects with relevant institutions.
ğ) To determine personnel needs and submit appointment proposals to the Rectorate.

Board of Directors
ARTICLE 10 – (1) The Board of Directors consists of five members: four members appointed by the Rector and the Director. The term of office is three years.

Duties of the Board of Directors
ARTICLE 11 – (1) The Board of Directors meets at least twice a year. Its duties include:
a) To take necessary decisions in line with the Center’s fields of activity.
b) To approve the annual work program and activity report.
c) To evaluate and decide on proposals from the Advisory Board.
ç) To determine principles of cooperation with external institutions and individuals.
d) To take other necessary decisions for the realization of the Center’s objectives.

Advisory Board
ARTICLE 12 – (1) The Advisory Board consists of three to nine members appointed for three years by the Rector upon the proposal of the Board of Directors.

Duty of the Advisory Board
ARTICLE 13 – (1) The Advisory Board evaluates long-term scientific and administrative plans and makes recommendations to the Board of Directors.

CHAPTER FOUR
Miscellaneous and Final Provisions

Academic Career Advisors
ARTICLE 14 – (1) Academic career advisors are faculty members appointed for three years by the Rector, with at least one representative from each department.

Duties of Academic Career Advisors
ARTICLE 15 – (1) Their duties include:
a) To provide career development counseling to advisees.
b) To submit project proposals to the Board of Directors.
c) To organize informative events like seminars and conferences in their units.
ç) To research internship and job opportunities for students in their expertise areas.
d) To contribute to the studies of the Board of Directors.

Personnel Needs
ARTICLE 16 – (1) Personnel needs shall be met by staff assigned by the Rector in accordance with Article 13 of Law No. 2547.

Spending Authority
ARTICLE 17 – (1) The spending authority of the Center is the Rector, who may delegate this power to the Vice Rector or the Director.

Cases with No Provisions
ARTICLE 18 – (1) In cases where there are no provisions in this Regulation, general legislation and University Administrative Board decisions shall apply.

Entry into Force
ARTICLE 19 – (1) This Regulation enters into force on the date of its publication.

Execution
ARTICLE 20 – (1) The provisions of this Regulation shall be executed by the Rector of Middle East Technical University.
